Regular Meeting


The Board of Selectmen held a Regular Meeting at 4:00 PM on Monday, 2 July 2012 in the Meeting Hall of the Old Lyme Memorial Town Hall. First Selectwoman Bonnie Reemsnyder, Selectwoman Mary Jo Nosal and Selectman Skip Sibley were present.


1. Approval of Minutes – Regular Meeting 18 June 2012
Selectwoman Nosal moved to accept the minutes of Regular Meeting 18 June 2012 as presented. Selectman Sibley seconded the motion.  SO VOTED.


2. Communications – Letter from Joan Byer
First Selectwoman Reemsnyder reported on a letter dated 18 June 2012 from Joan Byer which referenced her permitted parking lot.  Ms. Byer requested that her parking lot permit fee be calculated in a different manor as her lot is not located in Sound View.  Discussion of this item will be added to the agenda of the next Selectmen’s meeting. Copy of letter added at the end of the minutes.


3.  Appointments – Openings that need to be filled
First Selectwoman Reemsnyder spoke to the present list of vacancies on the Town Boards and Commissions.  Included on this list are the names of people whose appointments will expire in July.  The Planning Commission must appoint a person to fill the vacancy in CRERPA.  Since CRERPA may be coming to an end, there should be a conversation with the Planning Commission and CRERPA as to whether or not an appointment needs to be made.  Also the Social Services Coordinator and Town Counsel needs to be appointed.  These appointments will be addressed at the next Selectmen’s meeting.  


4.  Old Business
a. Sound View Parking Update
First Selectwoman Reemsnyder reported that the new parking procedures at Sound View are working well. Hopefully kiosks will be added next year.  The Selectmen thanked the Police Department and the Rangers for doing such a fine job.  

b. Blood Drive – July 3: 1:30 to 6:30 PM, Town Hall  
People are reminded that there will be a blood drive at the Town Hall tomorrow.  This blood drive is being held in honor of a 2012 graduate of Lyme Old Lyme High School, Dan Coburn, who has been diagnosed with Leukemia.

c. Midsummer Festival – July 27 and 28
The Midsummer Festival will be held on Lyme Street on July 27 and 28.  Brochures are available at the Town Hall.  Thanks go out to all the committees who work very hard to make this all happen.

d. Request from Noah Christiano for Volunteer Connection - Update
Selectwoman Nosal reported that she had spoken with Noah and he is still very interested in having Town Hall be the representative to the software company that he is utilizing in his efforts.  Selectwoman Nosal expressed the Selectmen’s concerns to Noah and suggested that he look to another volunteer organization as a sponsor.  The Selectmen applaud Noah’s work.


5.  New Business
a. Doreen Day – Application for waiver on Section 25-5 of Town Ordinance
First Selectwoman Reemsnyder reported on an application for a waiver on Section 25-5 of a Town Ordinance.  Doreen Day is one of the owners of a lot located at 32 Grandview Avenue.  The owners have applied for building permits on this lot but have been told that they must improve the roads to Town road standards as specified in Section 25-5 of the Town ordinances. Section 25-5d provides for waiver of that requirement by the Selectmen if the existing road condition is such that “appropriate vehicular access can be provided.”  The Selectmen asked for more time to consider this application and will consult with the Town’s Engineer, Building Official Ron Rose and Emergency Services.

b. Review of letter from Sound View Commission
A letter dated June 15, 2102 from Frank Pappalardo, Chairman of the Sound View Commission was discussed.  The letter gave a history of problems that occur at Sound View and requested that the Town take necessary action to investigate and correct these concerns.  The Selectmen have been in constant contact with the police over some of these issues and progress has been made.  The Town Rangers are surely making a difference, but there are issues in Sound View that still need to be addressed.  

c. Town Woods Maintenance Contract Renewal
First Selectwoman Reemsnyder has recommended to the Board of Finance that the Town renew a 3-year contract with Country Lawn and Garden for Town Wood’s Maintenance.  As the Town moves forward, the maintenance schedule may change as the fields’ needs change.  The Board of Finance has made a recommendation to the Board of Selectmen to renew the contract for 3 years, beginning January 1, 2013 and ending December 31, 2015.  The general maintenance contract will be $72,038 for the first year, $73,478 for the second year, and $74,947 for the third year.  This contract does not include application service.

Selectman Sibley would like the contract to include language defining the application service.  He also asked if Lyme had reviewed the contract.  First Selectwoman Reemsnyder stated that going forward the Town will get pricing from Mr. Tyler before committing to the application but his contract is for maintenance only. Selectwoman Nosal suggested adding an addendum to the contract regarding the application schedule and materials and agreed with Selectman Sibley that some language should be incorporated into the contract.  Selectwoman Nosal and Selectman Sibley will email First Selectwoman Reemsnyder the text that they would like included.  

d. Employee Handbook Update
The Selectmen have a copy of the Employee Handbook and their approval is needed for some minor amendments. Selectman Sibley moved to accept the highlighted changes as noted in the Employee Handbook, Selectwoman Nosal seconded the motion.  SO VOTED.

e. Town of Old Lyme Financial Policies Draft
The Selectmen will review the Town of Old Lyme Financial Policies Draft over the next few months and provide feedback to the Board of Finance.  The Selectmen will ultimately be the approving body of these policies and will work in tandem with the Board of Finance.  Selectman Sibley requested a printed version of the latest draft and suggested that a special meeting be scheduled to review the draft with Nicole Stajduhar.  First Selectwoman Reemsnyder will schedule a meeting.

f. OpSail 2012, July 6-8, New London  www.opsail2012ct.org 
OpSail 2012 is this coming weekend culminating with the Chairman’s Ball on Sunday evening.  Congratulations were made to Chairman John Johnson for all his hard work. This should be a very exciting weekend and more information can be found on their website:  www.opsail2012.org

g. Independence Day Parade – 7 July, Sound View, 10:00 AM
There will be an Independence Day Parade on Saturday, 7 July at Sound View.  It will begin at 10:00 AM on Harford Avenue.

6. Public Comment – NONE
Jayne Keedle introduced herself as a contributor / editor for Patch which provides comprehensive news coverage, including the towns of Old Lyme, East Lyme, Lyme, and Hadlyme.  Patch is an interactive site enabling people to post announcements, meetings, etc. The website may be found at www.patch.com and then click on Connecticut where one may search by zip code.

7. Other Business
Selectwoman Nosal reported that she had met with Dr. Legrand from the University of CT on 18 June to follow up on some feedback on organic proposals.  Dr. Legrand is the head of their IPM group (Integrated Pest Management) and landscape architecture.  She indicated after looking at the information from the Town that everything looks appropriate at this time.

Selectman Sibley thanked First Selectwoman Reemsnyder for getting all chains, stop signs and the new signage in place at Sound View area and feels that it has certainly made an improvement. First Selectwoman Reemsnyder stated that the improvements come from the wonderful team effort of all involved.  There has also been less towing of illegally parked cars this summer.
Selectwoman Nosal reported that Public Works had responded very quickly to a couple of requests made by Town residents and thanked them for doing such a great job.
The next Board of Selectmen's Meeting is scheduled for Monday 16 July at 7:30 PM.  

9. Adjournment
Selectman Sibley moved to adjourn the meeting at 6:17 PM.  Selectwoman Nosal seconded the motion.  SO VOTED.
